Woodward Park is a 25 hectare recreational park located adjacent to Liverpool CBD,  hosting a range of sporting facilities and community services. The site contains a mix of formal and informal sporting infrastructure which have varying levels of provision, condition and use. The site also contains a mixture of community uses and services, including a major ambulance hub, which support the Liverpool community. 

Each service or facility within the site has been broken down into a use category based on both the patrons using the facility (users; multiple or exclusive) and the regularity of time in which the facility is occupied (intermittent or 100% use) . 

 

Condition 1: Multiple Users, Intermittent Use        Specifies facilities that are occupied by multiple uses on a irregular or part time basis 

Condition 2: Exclusive Use, Intermittent Use Occupied exclusively by only one group of users on a part-time basis.

Condition 3: Exclusive Use, 100% Use                     Occupied exclusively by one group of users on a full-time (5 days a week or more).

Carparks:                                                                    The site is also home to various carparks that work in conjunction with each of the facilities in Woodward Park, most notably the Leisure Centre.

Woodward Park is located adjacent to the commercial core of Liverpool and is bordered by busy roads and heavy traffic volumes, with 3 vehicle access points

The north-eastern corner of the site (Memorial Avenue andCopeland Street/Hume Highway) is located 800m from Liverpool Station and the site is directly serviced by 12 bus stops and 14 bus routes which connect to Parramatta, Miller, Ingleburn, Campbelltown, Carnes Hill, Austral, Bringelly, Narellan and Casula.

Woodward Park is bordered by intersections between the three major road thoroughfares which service Liverpool, surrounding suburbs and key highway networks.The site is bordered at the south-east by the major junction between Hoxton Park Road, the Hume Highway/Copeland Street and Newbridge Road. This heavy intersection features 6-8 lane roads and is a busy interchange between routes to the Sydney CBD, Canberra, North-western, South-western and Western Sydney.

 

The entrance to the site, at the north-east corner, is at the intersection of the Hume Highway and Memorial Avenue. Access to the site via this entrance point is the most direct walking and driving route from the CBD. Vehicle access to the site includes the minor two-lane street off Memorial Avenue and the three-lane access via Gill Avenue near the Ambulance site off Hoxton Park Road.

There are seven designated parking areas onsite, directly servicing facilities including the KU Preschool and Autism Centre, theWhitlam Leisure Centre, Ambulance site and netball courts.The site contains a number of natural restrictions, including the site contouring which is highest at the south-eastern corner and is most compatible with development through the centre of the site. The majority of land either side of the creek line is flood prone, as such limiting the potential uses of the western edge.

The current location of the “RE2 Private Recreation” lands sever the public uses from the CBD and key intersection of Memorial Ave and the Hume Highway

The current location of the business zone “B6 Enterprise Corridor” limits the ability for business to engage with the CBD or other uses.

Current facilities

Woodward Park is home to a range of sport, education, community and recreation facilities which are used by community groups and organisations in and around Liverpool.

The site is strategically located in relation to public transport, services and employment. It is 800 metres from Liverpool Railway Station and a short walk to the commercial core, medical precinct, major retail centre, residential developments and open space.

 

The existing Woodward Park features over 25 hectares of developed land and remnants of natural space. Woodward Park is mostly bordered by high density residential zones which are interspersed with public recreation areas, and are expected to experience large scale high-rise residential development over the next ten to twenty years, resulting in a wave of new residents and demand for facilities.

 

  • Field Sports: There are two sporting fields onsite, Hillier Oval and clubhouse, and Bulldog Park. These fields are used for junior rugby league and sporting events. They are also used informally by local residents and schools, however they have a low rate of use.
  • Netball Courts & Facilities: The site houses 32 netball courts and supporting facilities which have been recently renovated and are exclusively used by the Liverpool City Netball Association. The courts are currently single purpose and only used for netball training and competition.
  • Leisure Centre: The Whitlam Leisure Centre isa landmark indoor aquatic centre which features a multi-purpose recreation, event and community hall. The centre is used by a range of groups and individuals, and the demand for hiring spaces is high. The facility is nearing end of life and is expected to require an upgrade after approximately 5-10 year
  • Community Halls:The park is home to three community halls. The Brass Band and Pipe Hall has a current deed on the site and a permanent lease in exchange for providing community services.The usage of the Girl Guides Hall is unknown and the MarchingGirls Hall is used primarily for storage. All halls are nearing end of life. The site is also home to the Memorial Community Centre which currently houses a youth centre and is operating on a rotating lease.
  • KU Preschool & Autism Centre:The KU Preschool and AutismCentre is a specialty co-located education and childcare facility for children with autism. The centre is in operation daily.
  • Meals on Wheels:The Meals on Wheels Centre provides meals through a delivery service, as well as collections onsite by some community groups, requiring short term vehicle access. The facility is used daily.
  • Ambulance Services:The Ambulance Hub is a key health infrastructure facility which features ambulance parking bays, administrative facilities, logistics and storage. The facility is expected to remain onsite for at least ten years and is in operation daily
  • LCC North Wing:Liverpool City Council operates a proportion of its services out of the site and is expected to acquire additional land adjacent to its current location. The North Wing is in operation daily
  • Parking:Onsite facilities are supported by seven dedicated parking areas which are also used informally by local residents and visitors
  • Events:Key large scale civic events are held onsite throughout the year including Australia Day Celebrations, an annual circus, and annual festivals
